You cannot clean up your Inbox and also the Drafts, Sent Items, Deleted Items, etc. folders. Each of those must be done individually. Similarly, if you have multiple mailboxes in Outlook, such as your Exchange account, Archive folders, and a separate email account, then you must clean up each of those separately.
